Intelligent Urban Planning and Design: The Singapore Experience

Dr. Liu Thai Ker (MCP ‘65) is MORROW’s Founding Chairman and widely recognised as the Founding Father of City Planning in Singapore for his extensive contributions to the country’s public housing and urban landscape. During his 24 years in Singapore’s public service, he served first as the Chief Architect and Chief Executive Officer of the Housing Development Board (1969-1989), where he oversaw the development of 20 new towns and over half a million housing units. By 1985 Singapore became a city without squatters or homeless people. He later served as Chief Planner and Chief Executive Officer of the Urban Redevelopment Authority (1989-1992), where he led the compilation of the 1991 Concept Master Plan together with a whole host of related planning works. This lay a strong foundation for Singapore to become one of most liveable cities with thriving economy in the world.

Dr. Liu later served as the Senior Director of RSP Architects Planners and Engineers (1992-2017). In 2017, he started his own firm, Morrow Architects & Planners. During the last three decades, Dr Liu has been invited to provide architecture and urban planning services in over 70 cities around the world, with population sizes varying from tens of thousand to 12 million or more.
