Project Description

The Office of Emergency Management operates as a system of discrete organizations that variably come together in order to respond to crisis situations. This project makes explicit this logistic coordination by formally mimicking its system of organization; program is placed into 20’X20’ towers, which in moments mutate to accommodate discrepancies and overlaps.
