Project Description

New York City’s current model of emergency management focuses the public’s energy on catastrophic threats and not the continuous human welfare crises the city faces every day. This design interjects public organizations, nonprofits and community groups into the often-dormant facilities of the NYCEM through routine, community-focused operations. In addition to giving these groups state-of-the-art logistical facilities, the design suggests a transformation in emergency response by creating routine interactions between city officials and residents. A tower serves as a mixing chamber for players involved in an expanded range of emergencies, while a coordination center situated below ground can be secured during a larger catastrophe.
