Project Description

New York City’s equilibrium is one of constant activity: tenuous and prone to crisis. The OEM must therefore maintain equilibrium and share this pursuit with the public. This idea manifests in a vertical slab that contains everyday program. Anchored into the ground, this program supports a horizontal mass, which contains space necessary for emergency response: the prosaic in constant support of potential crisis. The building’s small footprint preserves the parkscape’s vastness. Looming above, the horizontal slab raises awareness of the equilibrium of the present and what it will take should the city’s equilibrium be disturbed.
