Emergency Management Auditorium
Project Description
This project frames the Office of Emergency Management around the notion of architecture as a spatial device for performance, both simultaneously as a highly secured administrative agency and as a public institution. The building addresses the relationship between its site and audiences–the administrative personnel, the Emergency Operation Center representatives, and public visitors. The tension between the need for both security and public accessibility creates a series of distinct boundary conditions of integration, division and overlap. The building is boasts a sequence of concentric layers with a public auditorium at its core, from which emergency planning programs and general offices are organized.
