Project Description

As a secure building in the middle of a public park, the Office of Emergency Management denies its context. The new proposal is therefore relocated to the civic quarter of Cadman Plaza Park. There, the OEM provides a courtyard shared with the adjacent courthouses. Together these three buildings form a private hub in the, opening Northern Cadman Plaza Park to the possibility of new recreational green space. Elevated twenty feet, this monolith denies the civic podium, as it appears to float over the park, allowing passersby to view the glorified Emergency Operations center below.
